Victory for Affordable Housing in Downtown Columbia
On December 1, PATH celebrated the County Council’s approval of two bills that advance a new lakefront library in downtown Columbia and 320 new mixed-income apartments, including at least 160 affordable homes.

PATH 2025 Impact Report
In a time when our democracy is facing many challenges, PATH’s local, on-the-ground people power organizing is more important than ever.
In 2025, PATH achieved several important victories for climate, housing, and education at the county and state levels, held listening sessions with over 700 people, and expanded our organizational power and recognition.
In 2026, we’re positioned to shape the state and local elections and make them about the issues that are most pressing in people’s day-to-day lives. We’re holding candidates accountable and making our democracy work for us!
Since 2006, PATH has built relational people power to win on issues that improve everyday people's lives including housing, green jobs, healthcare, education and more.

Who We Are
PATH is a multi-racial, multi-faith, non-partisan residents’ organization, rooted in local congregations and organizations. Our dues-paying member institutions include over 20,000 Howard County residents, and represent the diversity, hope, and dreams of our community.
What We Do
Strategic Action
We set daring goals and create bold strategies on the most important issues facing communities in Howard County and the nation. We train public leaders to take specific and targeted action on a range of issues.
Community Power
We connect groups of organized people and organized money to expand our power and impact. Together, we bring the world as it is a little bit closer to the world as it should be, in concrete ways.
Collective Vision
The work of PATH begins with listening to members of our communities, in one-on-one and small group settings. Through these relationships, we challenge each other to imagine the change we want to see in our own communities.
